OxPCF Reports
At the Oxfordshire Parent Carers Forum (OxPCF), we are dedicated to amplifying the voices of parent carers and driving improvements in services for children and young people with Special Educational Needs and Disabilities (SEND) across Oxfordshire. Our reports and presentations are a testament to this commitment, providing in-depth analyses, feedback, and recommendations on various aspects of SEND services.

Presentation for the 6 monthly DfE Stocktake Feb 2025: At the DfE’s 6-Monthly Stocktake, we had a brief opportunity to present parent carers’ experiences of SEND services in Oxfordshire. Our feedback, drawn from recent polls, feedback forms, peer support discussions, and event conversations, highlighted progress within the Local Area Partnership alongside ongoing challenges such as long waiting times, communication gaps, and inconsistent EHCP support.

As part of our ongoing commitment to representing parent carers, we have undertaken a self-evaluation assessment of our work as a forum. This assessment reflects on our achievements, challenges, and areas for growth, helping to shape our future priorities and strengthen our role in advocating for families.
Our findings will contribute to the Local Area Self-Evaluation Framework (SEF), ensuring that the lived experiences of parent carers inform the wider evaluation of SEND services in Oxfordshire.​​

Presentation to Ofsted (October 2024): In October 2024, we had the opportunity to present parent carers’ experiences and concerns at a SEND Engagement session with Ofsted, joined by key representatives from the Local Area Partnership. This engagement session allowed us to highlight the lived experiences of families and advocate for necessary improvements in SEND services.

Presentation to the Department for Education (DfE) (June 2024): Following the SEND inspection held in July 2023, OxPCF was invited to a stocktake meeting with the DfE. The purpose of this meeting was to discuss OxPCF’s views on the progress made by the Local Area Partnership on the Improvement Plan over the past six months, address any concerns raised, and provide insights into the lived experiences of families under the recent changes.
​OxPCF Feedback Report: Local Area SEND Inspection July 2023: The Oxfordshire Parent Carers Forum (OxPCF) has published its feedback report on the Local Area SEND Inspection conducted in July 2023 and presented to Ofsted. This report highlights what’s working well in Oxfordshire’s SEND services, such as examples of successful co-production and strong partnerships in areas like children’s social care and CAMHS. However, it also outlines key challenges, including inconsistent co-production across agencies, communication gaps, and areas where engagement could be improved. The report identifies critical risks, such as staffing instability and delays in statutory processes, and provides a “wish list” of improvements, emphasizing better communication, accountability, and adherence to statutory obligations.

Better Together Report 2024: This comprehensive report captures insights and feedback from our event at Kassam Stadium, where over 130 families and professionals collaborated to enhance SEND services in Oxfordshire. Key highlights include in-depth feedback on Health, Education, and Social Care services, collaborative efforts between parent carers and service providers, and actionable commitments from local authorities and health organisations. Better Together Report 2023: This report highlights the outcomes of the Better Together conference, where parent carers and professionals came together to share experiences and shape the future of SEND services in Oxfordshire. Held in March 2023, the event fostered collaborative discussions on Education, Health, and Social Care, with key commitments made by local authorities and service providers to improve outcomes for children, young people, and their families.

OxPCF Ofsted Session for Pilot Testing: This report captures the insights shared by the Oxfordshire Parent Carers Forum (OxPCF) during a pilot feedback session with Ofsted, focused on the new SEND framework. The report outlines the key priorities for parent carers in Oxfordshire, including enhanced communication from SEND services, the need for robust social care support, and a collaborative understanding of Education Other Than at School (EOTAS). It also includes questions posed to Ofsted regarding the framework’s impact on parent carer involvement and the actions Ofsted will take to address significant concerns. This report reflects OxPCF’s commitment to advocating for effective, family-centred SEND services across Oxfordshire.

OxPCF Report on Children with SEND Not Accessing Education (October 2022): This report addresses the challenges faced by children with SEND who are not currently accessing education in Oxfordshire. It includes case studies and survey data, providing valuable insights into the barriers these children encounter.

CAMHS Report (August 2022): Following up on our initial 2020 report, this survey provides updated feedback from parent carers regarding Child and Adolescent Mental Health Services (CAMHS) in Oxfordshire, highlighting areas of progress and ongoing challenges.

EOTAS Report (July 2022): This document contains feedback from an online meeting with parent carers discussing Education Other Than at School (EOTAS) provisions, offering insights into their experiences and suggestions for improvement.
